Many police departments across America rely on the “objective reasonableness” standard for regulating force set by the U.S. Supreme Court in Graham v. Connor (1989).
But the Center for Racial Justice’s research shows that more departments are breaking with the Graham standard and implementing stricter force policies designed to minimize unnecessary force.
